Due to damage to my phone I am unable to turn on the data. Is there a way I can do this using the icloud?

What do you mean for "turn on data" on your iphone?
Enable data usage, going to Settings>Cellular Data?
What kind of damage is your iPX suffering? If the issue doesn't let you manage Settings on your iphone, you need to make an appointment and have your iPhone repaired / serviced at your most convenient Apple Store or Authorized Service Provider Apple - Find Locations - Location Selector
To my knowledge, you can't manage iphone settings using iCloud.
