See iOS device not showing in iTunes for Windows if your device isn't connecting properly.

Unlock your device before connecting it to USB and respond to any request to trust the computer on connection.

See Transfer photos and videos from your iPhone, iPad, or iPod touch - Apple Support.

Try another cable if the device still won't show in Explorer.

I can't read the Russian, but my guess is that the message says something about iCloud Photo Library being enabled on the device. This would need to be turned off before you can sync photos from a folder on your computer. See Keep your photos safely stored and up to date on all of your devices - Apple Support - Безопасное хранение и обновление фотографий на всех ваших устройствах - Служба поддержки Apple.

You can add videos to your iTunes library from your PC as long as they are in a compatible file format, that is either MPEG4 or H.264.

You can sync videos from your iPhone to your iTunes library, and similarly sync videos from your iTunes library to your iPhone.

If your videos are in a different format you would first have to convert them.

I've a feeling something is getting lost in translation, but either you use iTunes for syncing a particular type of content, or you use iCloud. You cannot use both at the same time as you choose. Normally you would add media to iTunes, then sync that to your device. If you have media that isn't compatible with iTunes you can use third party apps such as VLC which have their own options for transferring media either through iTunes, Dropbox, local network sharing, etc.
