Why do you want to open it? It is a Java applet. Java on 10.6.8 is not very usable.

Combo v1.1 10.6.8, followed by 10.6.8 2013 Security Update 004,

and 2013-005 Java update need to be installed in that order to ensure the latest Java that works with 10.6.8 is able to run. It may not launch Launcher.jar, but at least should enable it in websites that need rudimentary versions of it.
