Apple ID Locked for Seemingly no Reason

This is a long question but,

I’ve had an Apple ID and have been familiar with it for a long time. I honestly didn’t have any problems until recently. Sometimes, I will receive iTunes Giftcards and spend them (usually on in-app purchases). Just one day, around Christmas, I attempted to make an in-app purchase with iTunes but received the message, “Contact iTunes support to complete this transaction”. Upon contacting them, they locked my account without giving me any reason on why they felt locking my account was necessary. When questioning them further, they refused to help me, saying that because my account was locked, they could no longer assist me.

As you can probably tell, this experience has been extremely frustrating. When making a new account, the message, “please contact iTunes support to complete this transaction” appears, and again upon contacting support, they lock my account for seemingly no reason. I’ve done research, and most sources indicate that Apple locks your account due to security reasons. Somebody entered a password incorectly too many times. However, if I were to try to make a purchase, or download or update an app, I get the textbox, “your account has been locked”, and unlike most cases, the texbox does not state “due to security reasons”. It just simply tells me my account was locked. I have not incorrectly entered my password. And if it was a security reason, I don’t understand why Apple refused to tell me.

I’ve lost countless iTunes credit due to this. My questions are simply these two:

1: Why is Apple disabling my accounts and refusing to tell me why?

2: Is there a way to recover disabled accounts?
