Recording a voice file in mp3 on MacBook Pro

I have a MacBook Pro 15" 2017 2.9GHz Intel Core i7 with 16GB memory. I need to record a voicemail greeting in mp3 for my Dialpad VOIP account. What is the best way to do this using my MacBook Pro?

How to convert an audio file to a ringtone? I want to create my own ring tone from an 8 second voice memo. I created a voice memo, and on the Mac I saved it as a .m4a file. The instructions I found in this community are way too old and no longer seem to work. Instructions from 2012 said I could rename the file to a .m4r file, but the mac Music app will not let me drag this .m4r file into it. I also got GarageBand to save the .m4a file in ACC format into the mac Music app, but it is only there as a .m4a song. And in the mac Music app, I can't get it to convert into a ringtone. I also have an ipad and an iphone, but the Music app on those devices seems even more limited than on the mac. Any other suggestions?

For much longer recordings, using GarageBand is another option that would allow you to do some editing of the voice recordings you make.
