Apple Pay Cash Card Not Working For Retail

My Apple Pay Cash Card is not working for retail POS transactions. Everything else in Apple Pay works fine. Retail POS works fine with a Credit Card in Apple Pay. I can transfer money into and out of Apple Pay Cash. I can send cash via iMessenger and receive cash via iMessenger. The Cash Card has a positive balance in it. Obviously I am signed in with my Apple ID and two factor authentication is on. I can't find any setting that would prevent me from using the Cash Card for a retail POS and would appreciate any help from the community.
