You have not given any information the apple id account is used as secondary authentication or two step verification or the Apple ID is disabled or locked , but still read these articles About Apple ID security questions - Apple Support

If you can't sign in with two-step verification using your Apple ID - Apple Support

If your Apple ID is locked or disabled - Apple Support
