Use Apple Watch to call emergency contacts only

Hi all

Does anyone know whether the Apple Watch can be set up to ONLY call your own personal emergency contacts and NOT the emergency services?

We have a friend requiring this exact spec, but it seems from what I've read so far, this isn't one of the options.
