I have an iPhone 8 Plus that is struck in quiet mode- I don’t know how it got there or how to fix. Phone is not ringing and not able to hear anyone on the other end. I have turned the phone off several times and this has not done any thing to fix. I can not hear anything on live option. This is how I found out it was on quiet mode.

This might seem obvious, but check that the ringer switch (above the volume up/down buttons on the left side) is not showing red, which indicates silent mode. If it is showing red flip it up...silent mode is now off. Also check that Do Not Disturb is not on...go to Settings > Do Not Disturb.
Under Settings > Sounds & Haptik make sure the slider for ringer volume is all the way over to the right. Turn off "Change with buttons"...this means that the side volume up/down buttons have no effect on the ringer volume!
Then do a forced re-start of your phone. This article from Apple tells you how for various iPhone models. See the section entitled "If your device turns on but gets stuck during start up...":
