I have held my iPhone 6S over devices that accept Apple Pay (Fairway).
The devices have identified my phone in the past. Usually, I place the phone over the device and the wallet appears and I can pay. I have also selected the wallet myself, picked the credit card, authorized it and then held it over the device and payment was authorized.
Currently, neither technique is working.

Make sure the battery is charged and see if restarting your iPhone helps.
Then you need to try at other stores. It's the only way to tell if the problem is on your end.
This sounds like it could be a transaction limit in the terminal, what was the value? Here it depends where I buy my food, one store has updated their terminal software and with ApplePay I can spend (almost) unlimited, but the store closest to home still applies the basic £30 limit for all contactless transactions.
It is also possible there was a problem with the terminal, I found one recently where contactless just didn't work (broken) and I had to use the old fashioned way with a plastic card in the reader. Did you try using a contactless card or another terminal?
Does it fail every time? if it does then it may be a problem with your hardware. If it works on some terminals but not on others, then most likely it's a problem with the terminals that failed to detect it and not with your iPhone.

I rebooted the phone twice while in the store and the phone is fully charged.
I agree completely. I just haven't had a chance to try at someplace other than Fairway. It definitely has failed on more than one Fairway machine.
It does not work at Fairway or Rite Aid. It is my phone. I don’t know if it is a hardware or software issue.
