It is very possible that the call is being made by a different number and they are spoofing the Caller ID. This is a current behavior by spam callers to help prevent you from blocking the calls. Not knowing exactly what this is that is going on, that is my best guess at this time.
No, the number does not need to be in your contact list. The number calling however has to be the same as the number that you have blocked. However, given the ability now that spam callers have to spoof Caller ID, it has gotten extremely difficult to block numbers now, since the number the call is coming from is not necessary the number that is displayed on the Caller ID.
I have been getting robocalls that are spoofing numbers. I have been adding these various numbers - over 20 to date - to an ID in my contact list, and have blocked that contact. I am still getting calls from numbers on that list (the contact name shows up on my phone as an incoming call) and 'Angie' is still able to leave her voice mail about health insurance.
Not sure what blocking the contact is actually doing since I cannot tell the difference with an unblocked caller.
I'd be totally happy not knowing that these numbers are trying to call me, and that they cannot text me or leave a voice mail.
Anything I should check? Or are my expectations too high? 🙂

sometimes I get no caller id calls and usually its prank calls, so don't worry too much. also, if you answer and its about perhaps a bank or a business your not involved in then they might delete your number after so you don't contact them again which is normal.

In re-reading what you've stated, are you suggesting that I can only block the number from calling my phone *if* the number in my contact list AND the actual number calling are the same number? Does the phone know that these numbers are different (actual and spoofed), so the block on the spoofed number does not keep the robocalls from happening? If so, how does my phone know the difference?

Sorry if I’m still a little slow :). I have a contact setup where I add the spoofed numbers to. There are about 20 numbers there right now. The contact is blocked. When I get a call, the contact name displays, so my phone knows the number - and they are able to leave a voicemail even though the contact is blocked. Does the phone use the caller ID number to block? If so, why can these numbers still show up and leave messages? Thanks
When you block a number, you should not get a notification of the call. Blocked calls can still leave a message, however you should not get notification of the message either. To my knowledge, the phone does the blocking based on the Caller ID.
Like do it this way, when “this number” calls, you “block this caller.”
What does "did not delete it" mean exactly? Delete --- from where? Actually, the answer doesn't really matter.
What does matter is what you see at Settings > Phone > Call Blocking & Identification > Blocked Contacts
If the number is listed there, it has been blocked. If not, it has not been blocked.
