Issue with iCloud Photo Library on external hard drive

I'm having trouble debugging an issue ever since I moved my iCloud Photo Library to an external hard drive. When I enabled iCloud Photo Library is gets stuck trying to upload 20 items to iCloud. I have more than enough room in my iCloud account (1.6 TB remaining) and the External HD (740GB remaining) so it's not a disk space issue. I tried disabling and re-enabling my iCloud account. Is there some type of console log where I can see what Photos is trying to do behind the scenes that would help me determine what the issue is and what 20 files it's trying to upload?
