incomplete photo library upload to iCloud with 2T storage

I finally decided to move all my 36,000 photos library to iCloud. I bought 2 TB of space and turned on photos sync on my main computer where all of the originals are stored. Yesterday, it started the slow process of uploading the photos. This morning, the upload appears to be complete however iCloud only shows 8,700 photos/video while photos on the Mac shows 36,000 and 95 were unable to upload.


How can I fix this? Takes quite a long time but I can be patient. It appears to br complete and I am looking for help. I have read the associated documents I could fine and have not found a solution.

The key is patience. 36 hours after starting this process, 11K of my 36K photos are beginning to appear. They are showing correctly as they appear in my other devices and in my Apple TV. Patient has not been my strong point.
