If I add the 14.99 month AppleCare plus to my pre order tonight in one month from now can I pay the 299 and not pay 14.99 a month anymore ? I’m asking cause it would be a big help saving 299 when I’m already spending $1600

No. The monthly fee is the premium for AppleCare+. The $299 is the per-incident deductible. You cannot avoid the premium, nor can you pre-pay a deductible. The deductible always applies at each instance of a claim.
