I keep resending the gift card I purchased but the person is not getting it in their email and I was charged for it already

I purchased an electronic iTunes card to send to someone. I was charged for it already and the person did not get it in their email. I checked everything to make sure it was right and resent it. They are still not getting it.

iPhone 6, iOS 11.4.1
