Images in Pages v.7.1 dont always "move with text"

Using a late 2012 Macbook Pro with the latest version of high sierra macOS with 16gb of ram, 1tb ssd with the latest build of Pages v.7.1(5683) for the macOS.

What I am trying to do is simple. Drag a low res screenshot into a document, and write some notes about the image for my own notes.

Unfortunately only some of the images will flow with the body of the text, others refuse to provide the option to be able to select "move with text" within the internal right side inspector under "arrange". The Move with Text is greyed out.

I have tried to delete and re-add it, scaled it down and saved it, nothing works. I also tried to insert an image via the "choose" option, still does not work.

I am a long time macOS user since 6.0.7 and I cannot believe that the most basic of functionality within the app "FAILS" to work. This not some complicated process.

I read an old post that someone got so fed up the moved over to MS Word! Total BS Apple. Start making your own apps work and stop concentrating the iOS. Innovate and make your own software work!

Can anyone here, give me a clue to as to why such a basic feature fails to work reliably?

This App madness must end Apple. Please get your sh*t together. There are no excuses for basic functionality to inoperable.

Thanks to everyone in advance for their ideas and suggestions. Maybe text edit or the notes app will work better. Going to give that a shot.
