Is there going to be support for cellular apple watch in Portugal in the near future?

Currently no. This lists the availability of cellular support for the Apple Watch GPS and Cellular, Apple Watch - Carriers - Apple

Watch that, as carriers are added as they begin support for the Watch.

There isn’t confirmed by Apple. It dipends by Portugal operator system and their partnership with Apple. At the moments eith the new series 4 there isn’t the options of 3G.
