My Ipad keeps changing brightness, although auto-brightness is off

so ober the past few days, my ipad has been changing brightness, yet auto brightness is off. It has been ******* me off, as i need my brightness low, but then my eyes burn from the sudden brightness change. Can someone please help?

Thank you for using Apple Support Communities! I understand that display brightness of your iPad mini changes unexpectedly. You've come to the right place for a resolution.

I would like to start by confirming that Auto-Brightness has been turned off both under Settings > General > Accessiblity > Display Accommodations as well as Settings > General > Accessiblity > Magnifier. After that, try adjusting the brightness of your display to see if the behavior persists:

Adjust the brightness on your iPhone, iPad, or iPod touch - Apple Support

If Auto-Brightness is already off in both locations, some additional information that would be helpful to know is: does this occur when using specific apps? Is Low Power Mode enabled or disabled when it occurs?
