apple id locked

Apple id is locked and I want to open it and I can not access the email and I forgot the safety questions and birthday What is the work

If you can't re-enable it yourself : If your Apple ID has been locked - Apple Support

contact iTunes Support in the country where you are (and which is therefore the country on the account) and see if they can/will re-enable it : http://www.apple.com/support/itunes/ww
