Combined iCloud for iOS and mac

Is there a way to combine my iCloud storage for my Mac and my iPhone? If I choose to upgrade my storage on my iPhone, will I also get storage on my Mac? I would like to choose a great plan for both rather of choosing two good ones for each

iCloud storage is tied to an Apple ID, not hardware.

If you use the same Apple ID on a phone and a Mac, you are using the same iCloud storage.
