why does it show the page of Web Search and Manage Dictionaries? Most of the time I want web search. Is there any why to stop this annoyance and not use any internal dictionary? Just not look for it. I unchecked all dictionaries and a simple search always bring up the annoying page of two choices. It son both Iphone and Ipad.

I'm not sure this will help you, but you turn on Siri Suggestions (in Settings > Siri & Search), and in my experience, at least, this will result in your seeing a few non-dictionary choices before the dreaded "Web Search" and "Manage Dictionaries."
