It is best you do so from your email provider's server portal, if they have a method.
You can make a rule to auto-reply. However, that rule doesn't know if it is communicating with another person who also set up a similar rule. You will constantly send messages back and forth. The server has methods to prevent such actions.
My iPhone 8 has a feature in Mail to allow Auto Reply.
Where is that feature on iOS? I can't find it in Mail or in Settings > Mail. Perhaps it is a feature of the account.

There isn't one. You would have to make a Rule to do that, but that is a bad idea. Log into your email provider's web site for your email account and see if they have a "vacation" or "out of office" setting.
What type of account is it?
An iCloud account can be set to have a vacation reply on iCloud.com, and likely done from the phone.
My other email accounts have no such capability.
