Apple Pay saying I have reached max limit to add cards but I haven’t added a single one!

I am trying to add a card to Apple Pay but The wallet app is saying I have reached my limit of 8 cards. this is clearly untrue as I have not added a single card yet. Any others having this problem? Any solutions?
