Siri raise to speak not working

I have it set on the watch. Raising my wrist and all I get is the watch face.

I thought I was having the same problem, then I discovered I have to raise the watch really vertical (as with the screen "L perpendicular" to the floor) and speak with a medium-to-high volume voice.

I had an issue like this for a short while after I got out of the shower with my Apple Watch series 4. Sometimes a tiny bit of water can get stuck in the mic or the speakers, so make sure your watch is completely dry, and use the “water blow out” feature or whatever it is a few times (that’s when you flip on, and then turn off, the water droplet in your watch control center). Started working again for me after that.
