Why can’t I download apps

It says there was a problem with previous billing

That message implies that iTunes wasn't able to collect the money for a previous purchase and that you therefore owe iTunes for it, until that is paid you won't be able to download anything else. If you go to the payment details screen on the account are there any error messages ? Have you tried a different card on the account ?
