Don’t you just tap the App Icon on left of text box (which is next to the Camera Icon), that toggles the selection bar to show/hide. If you then close and reopen Messages it just remain hidden, or the last setting you chosen.

Does the Camera button function or is that also “disabled”, either way it appears something may have gone wrong during the update. The only suggestion is to try and install the iOS part again via iTunes without deleting you settings/data, that might correct the issue.

You do that by putting the device into recovery mode, iTunes then gives you the option to Restore or Update, you can try the latter.

Same issue for me on my iPhone 7, when I had iOS 11 I could hide the bar but since updating to 12 the grey camera and App Store buttons seem to be disabled, also on a side note I just tried to remove all the apps from the bar to see if that would resolve it but actually when trying remove the coloured App Store icon my message app just crashes and closes!

Sometimes I hate updating to new iOS as they always have so many bugs!

You could try "Reset All Settings" but you will have some reconfiguring to do afterwards (it doesn't remove apps or data though) and I'm not sure the effort is really worth it. After all it's a minor bug in the scheme of things and it just might get resolved by Apple's next iOS point update, so if you can live with it in the mean time I would wait and see because a few have reported same so Apple may well be aware of the issue.
