iOS 12-Can't Swipe Up for Control Center

I am not able to swipe up for my control center while I am in an app or on the web. I was able to do so before the update. When I am in an app, or on the web, when I swipe up the little arrow comes up, and then it goes down, control center does not come up. When on the home screen, the little arrow doesn't come up at all when I swipe up.

Things I have checked/done: Access is on. I have restarted my iPad. The voice over is off. My iPad is clean and free of dirt, gunk, etc. Assistive touch is off.

iPad Wi-Fi + Cellular, iOS 12, null

To get control center in iOS 12, now, you must swipe down from the upper right side of the iPad’s screen.

Just another negative butterfly effect they felt was necessary for users. Why change something that is memory ingrained? Makes 0 sense.
