Try resetting its password (and then logging out and back in everywhere) : If your Apple ID has been locked - Apple Support
If that doesn't fix it contact iTunes Support in the country where you are (and which is therefore the country on the account) and see if they can/will re-enable it : http://www.apple.com/support/itunes/ww

Then contact iTunes Support.
Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
It will come up with the same message if you don't follow all of the instructions and log out and back in. If it shows the same message after doing that you contact iTunes Support.
Good day i have reset my password and it still comes up with Apple ID disabled.

Did you follow all of the instructions or have you only reset the password ?
You don't want to create a new ID as all prior purchases are tied to your existing ID. Follow the instructions King_Penguin posted.
My concern is if I sign out of my Apple ID I might not get in again
Why you think that you won't be able to log back in ?
Because when I reset my password, it’s still came up with the same message.
