I have an endless list of apps that I downloaded and deleted from my Iphone6 that is taking up. While they do not show on my screen, they remain on the list under the App Store called "Not on this phone". How do I remove these?

best you can do is to place your finger on the item in question and move your finger to the left which will display a red field with the text "hide" on it
As far I know, you can't remove any apps from your App Store history.
you used to be able to do it through iTunes a while back and i swear i saw it was taking up 9.6G go storage on my phone even though they are "not on my phone"... hmm
