How do I include Safari in time limits for apps?

I have Family Sharing and set up Screentime to provide some time limits around my son's device usage. He has an iPhone 7 and an iPad that is maybe 2 years old. Both have been updated with iOS1.

No matter what combination of app categories I select when on the Screentime screens, Safari is not included the time limits I've established. The other apps/categories seem to be working as they should.

Help?! I really want to include Safari in the group of apps that have a collective time limit.

Thank you.

iPhone 7, iOS 12

I realize this is a pretty late reply, but since I didn't see this posted, I figured I'd add it. If you click on the graph that shows your usage today, it then shows your most used apps. If you clock on Safari, and then scroll down, you can set a time limit from there.

Here is an idea. Let’s put in parental controls but not around the one thing that needs it the most. My kid can literally access everything I don’t want him to access with a browser. This would have been the very first thing on my list of restrictions as a dev. I disabled safari and installed chrome. Chrome is disabled when the time is up. BUT...safari is disabled on his iPad but not his iPhone. I love the idea of screen time but it is SUPER buggy right now. This is the single best feature of the new iOS. I hope they figure this out.
