Seagate external hard drive error

Im trying to erase/format my Seagate external hard drive.

First it is unmounted and I am able to open the hd in finder.

I tried to erase it in disk utility and has been getting errors (operation failed), whether i select the physical disk or the volume and format to APFS, ExFAT, etc.

I tried the 'convert to APFS' option in the physical volume and Im getting this error as well:

The operation couldn’t be completed. (com.apple.DiskManagement error -69860.)

Any suggestions?

If this is for Mac only, then you would want GUID/Extended journaled.

At the Device level— top most.

DiskUtility>View>show all devices.

Typically, if a device can not be formatted —it has failed in some manner.

In it's current incarnation, APFS is not recommended for use in

standard hard drives. While it makes SSDs very efficient, the

same processes actually degrade HDD performance over time.

Until till Apple works out the issues for use on HDD, stick with

macOS Extended, Journaled (HFS+).

There is an in depth explanation as to why it isn't advisable:
