how can I move my ATT service from my Apple Watch series 3 to my Apple Watch series 4?

I know how to set it up. I set up my aw3. I need to know how to get AT&T service OFF 3 and ONTO the 4. The only option I’m being given is to state a new line with att which will cost 25$ for an activation fee for a new line, then disconnect the old one.
I want to MOVE swrvoce from one to another without cx’ing a line, starting a new one.
the bottom of that page had that info. If you are getting something else on the watch itself then you need to contact the carrier to see what is up.
