What is the definition of immobile

On the Apple watch for, it says that if a person is immobile for a minute then it will begin a 15 second countdown and eventually call Emergency Services itself. What does immobile mean? If a person is moving their wrist a bit while on the ground, will the watch still call for emergency services?
