why does the "measure app" not show on my iphone 6 on ios 12, although it is on the storage usage list in general settings ?

The Measure app runs on iPhone SE, iPhone 6s or later, iPad (5th Generation or later), or iPad Pro. See Use the Measure app on your iPhone or iPad - Apple Support for details.

What device model do you have?

Measure requires an iPhone 6s or later. An an iPad 5th gen or iPad Pro or later.

If it's an iPhone 6 you can't, it doesn't have the necessary hardware for it

Why it appears in the Storage section, and I can confirm it does, is a mystery. But its not supposed to appear on an iPhone 6.
