I just fixed my customers iPhone 6 with the same issue by going into connect to itunes mode
At least it worked for this one.
The baseband chip was damaged either by liquid or physical damage either way apple does not repair but offer to replace for $300 plus for iPhone 7’s and newer. I sent mine out to get the chip replaced to a trusted board level repair shop out of Brooklyn. When iPhone starts up it goes through a series of checks and if something is off such as unable to see WiFi networks to activate it gives this error. I found this out because my friend forgot her passcode and asked me to restore phone. She neglected to tell me she was having issues with the WiFi prior and also neglected to inform me of using phone in shower.
In regards to iphone 7, i have had this same issue on the original phone i purchased as well as one of the replacements provided to me by apple.

This was the issue and it was fixed by having the phone replaced entirely.
download IMazing app for laptop, plug your device, click on exit setup screen tab. that should work, i suppose.
Got an IPhone 7 from a friend, but the screen wasn't turning on. Decided to get it fixed at the mall, and it was good. She hadn't deleted any of her stuff off it, so I reset it and that's when I ran into trouble. It was unable to activate because the activation servers were down, so I hooked it up to ITunes using the ITunes recovery method, and it totally bricked the phone.
I called Apple, and they were no help, everywhere I looked basically had the same message - Apple has to replace it.
Well, I tried to update it multiple times, and it did, but I still got the same message. I gave it a rest and tried again the next day, and whilst it was 'updating' I hard reset it and ITunes restarted the update. Well, it worked - kind of. After being on the 'Update to Activate' screen for days, I got it back to the original issue I had, which was that the activation servers were down.
I tried restarting my computer multiple times, and it didn't help. It was hard resetting it once it was updating through ITunes that got it out of that loop. Either way, I have a paper weight at this point, but at least I found a way to get passed the annoying update to activate BS. I called Apple support again to ask them what to do with my original problem, and they told me to get another sim card from my carrier.
If anyone knows how to fix the 'Activation servers are down' issue, that'd be helpful. As to the original question here, try hard resetting the phone while updating through ITunes.
It’s an software problem . iOS 12 update erased your imei information. This can b fixed by resoldering some ic . Go to repair centre they ll fix . If u have iPhone 7 replace with new one in apple centre
In activation screen check your imei and iccid whether they are showing or not then replyme ill help you further

Well, start by reading the Apple Recommended post at the top of this page and following the instructions in the link in that post.
I was told the 4G antenna was fault by both Apple and a 3rd party repairer - was going to cost £120 to get repaired so I did not bother. Very dissapointed as the iOS 12 update seemed to cause the error - am out of warranty do nothing I could do.
I just fixed by update i updated my phone by iTunes, at the first
1- connect your phone with your pc
2-press and hold to luck & home screen & volume downe
3- after that on your phone you see writing text connect to iTunes
4- on your pc in itunes you click update
Lock the screen and bottom right corner u can see that i icon in that check ur imei
I fixed in local shop they resoldered one chip that’s it imei restored. Now it’s working
Needs a new baseband chip. Software in iPhone runs checks and as in your case it is unable to see WiFi networks it gives you that message.
