Needs a new baseband chip. Software in iPhone runs checks and as in your case it is unable to see WiFi networks it gives you that message.

But my phone can connect to wifi! Still i cant update it thrue itunes. And it was never in the water.

How did you fix it? I have a matte black iPhone 7 with the required update problem.

download IMazing app for laptop, plug your device, click on exit setup screen tab. that should work, i suppose.
