why does the new update bring up a box saying you may not install to this volume because it has damaged core storage users.

Very likely because your drive hosting MacOS Mojave is damaged.
Visit an Apple Store or Authorized Apple Service Center and let them inspect your hardware.
It seems less than helpful to have such a message in the installer without any way to determine which users may be damaged, or any message about how to fix them. Personally, I'll wait until the Mojave version deals with this supposed problem, because it's just as likely to be an error in the installer's ability to handle FileVault 2 encrypted disks as it is to be an actual problem with my Core Storage.
