It seems to be rare but there are a few different threads where people have noticed this. I just sent a second report to Apple, including a screen recording, while on the phone with a Support worker. I'll update this thread and the others if we figure it out.

I can sign in, even downloaded a previously installed app(iPhoto). But I don't get the menu populated.
I can search for previously downloaded apps but still can’t populate the menu either. It looks like there are other threads where this is a problem, too.
Is nobody else having this problem?
