Mojave: Can't open Mail Preferences

- Loads only required kernel extensions
- Prevents startup items and login items from opening automatically
- Disables user-installed fonts
- Deletes font caches, kernel cache, and other system cache files
I had the same problem with Mail. Preferences always went to blank "Fonts & Colors."
I looked online for other troubleshooting steps, found this, and it worked for me. I can now access my Preferences. I'm running Mojave 10.14.2.
The fix that worked for me was to Reset Mail Settings.
~/Library/Containers/com.apple.mail/Data/Library/Preferences
Note that now you will have to update some preferences again because you've moved that file, but it is no longer hanging on "Fonts & Colors."
Are you running GPGTools, GPGMail or any other plug-ins?
I've got the latest version of Mojave (10.14.3), and this is still an issue. I've read through all of the replies here and thought I could, after removing com.apple.mail.plist, just avoid the Fonts & Colors section of the preferences… but that didn't work, unfortunately.
I was able to make changes to the first three sections, and tested them by making edits a section at a time, then closing preferences and trying to open them again. Everything was fine until I edited Rules… I had to restart mid-revision, and when I started it up again, the preferences went right back to the blank window.
I'm not sure about the other sections—at one point I was in signatures, I didn't save anything—but Rules appears to be another tricky section.
If any of you haven't filled out a bug report yet, do so as soon as possible. The more people they hear from, the more likely they are to fix it quickly.

I worked with Apple this morning again and we collected a system activity log while I recreated the problem.
Note: last night we went through process of deleting all startup items, manually removing the plug-ins and basically stripping Mac Mail down to nothing. Short of deleting all the mail accounts, we've put everything back to normal.
My issue is with the preferences and not with the fonts & colors window. Is fonts & colors the only place showing a plan dialog box for you?
It doesn't work. I think I nailed it down. Once I changed the colour for quoted text I got this issue. It happens on both my personal and work laptops. I guess I will have to take the time to write a bug report so that someone at Apple can fix it.
Do you have a Time Machine backup you can restore to?

Yes... still have the problem after trying Safe Mode etc and chatting with Apple Support 4x.
Apple support had me create a New User I called "Test". While in the Test User, the problem is absent and Mail preferences performs as expected.
I was then told the best solution was to reinstall Mojave, which I chose not to do for now.
I'm waiting for an update, and if that does not work, then I'll reinstall.
Everything else works in Mail... but still have cannot open preferences.

Really? It's kinda odd you don't have a Containers folder in the System Library....
Let's try this again... with pictures.
Quit everything and from the desktop go the the GO dropdown menu.
Open the "Go to Folder" option by clicking on it.
-See below.
~/Library/Containers/com.apple.mail
Paste and copy the line above this line in the Go to Folder queue.
It should open to this....
Follow the directions from Leroy above...
This is my current com.apple.mail folder with the fix from Leroy Douglas.
Have not had a problem since...
It seems the Container Folder is integral to the entire system.... not quite sure how it would be missing.
I would contact Leroy directly and see if he can fix it.

It worked perfectly btw. One more tip.
After following your steps Leroy and restarting I went back to the folder ~/Library/Containers/com.apple.mail and I saw that the computer reproduced all the content anew. But the "New Folder" with the old content was still there, in my case 1,5Gb of useless trash.
I deleted the "new folder" created before, restarted the computer again. Mail is running perfectly, showing the settings window correctly and with all the new libraries in place (~/Library/Containers/com.apple.mail)
The old ones deleted (no useless trash in the disk).

OK, did you have any customizations to Mail? Perhaps a plug-in to add functionality?
