Mojave: Can't open Mail Preferences

Quit mail.
Finder>Go>Go to Folder, copy & Paste:
~/Library/Containers/com.apple.mail
Highlight all the contents.
Then right-click and choose "New Folder with Selection”. Do not move the new folder from this current location.
You can close the Finder window.
The next step will be to restart the Mac and test
After the computer is restarted, open the Mail Preferences to see if it opens properly.
Yup. Total garbage. You'd think with so many years under their belt this kinda of silly thing wouldn't ever happen
As said, I don’t have the /container/xxx
I know it is very odd. I’m working with macs for a long time and know a bit about it. There is no folder called “container”. I know its odd but thats what it is. Thanks for helping.
I followed Leroy's directions as well. My preferences were back for a while, now they're back to being blank.

I also have a laptop (OS High Sierra) but can't find a way to migrate my mailboxes.
Removing now should be OK

I am having the same issue.
Hopefully they are helping you find a solution.
My issue is unchanged.
When I click on Mail Preferences, the ONLY window pane that opens is the Fonts and Colors pane... which is BLANK.
I cannot access any other preferences.
This is only occurring in Mail.
Be sure to use Apple Mail, not mbox & choose the top Mail folder...
/Users/YourUserName/Library/Mail
before the V4/ or V5/ folder.
