Can I use a prepaid Visa gift card for my iCloud?
i have purchased 2 prepaid gift cards thinking I was able to use them for my iCloud, but it has been decline..... please tell me why

If I understand correctly, you are unable to use pre-paid Visa gift cards as your payment method in your Apple ID, as they are declined. This may be based on the accepted payment methods in your specific country, as this Apple resource explains, but you could use these pre-paid Visa gift cards to purchase App Store & iTunes Gift Cards which you can redeem on your account as your payment method.
