Watch app is gone and no restrictions are set

i can’t find my iPhone and when I try to get it from the App Store I am getting this Error. “Restrictions Enabled. Certain apps, featues...”

when end I go into the devices screen time area, thr option is “turn on screen time” which I am assuming means that there are no restrictions set on the device.

the device is Xse and iOS is 12.

i did set my familys iClouds up with restrictions on this device but that shouldn’t impact mine, right??

thanks so Much!User uploaded fileUser uploaded file

Just for kicks, go to Settings>Screen Time, turn it on then go to Content & Privacy Restrictions>iTunes & App Store Purchases>Installing Apps and make sure that it's set to "Allow". Then, try to download the app.

For what it's worth, leaving Screen Time turned on without setting up any other restrictions doesn't seem to affect my usage at all.
