Why doesn’t Start Workout Reminder work?

Ive turned on Start Workout Reminder on my Apple Watch 4, but it has not yet noticed that I’m walking and therefore to remind me to start a workout.

It’s tracking that I’m taking steps, because it’s showing them in the Health app on my iPhone. It just never asks me if I’m doing a workout.

Anybody know why? I was really looking forward to that feature as I nearly always forget, or can’t be bothered, to start a workout manually.

Apple claims that you have to be walking at a pace of around 3 mph and it takes about 10 minutes before you'll get the reminder notification. I've gotten the alert while doing an indoor walk on the treadmill when my iPhone is nearby. When I take my watch on on outdoor walk without my phone I've never received the workout reminder. Must be a bug of some sort. I spoke with an apple rep and they said I need to bring my watch to an apple store. I don't see what good that would do because I am receiving exercise minutes when I go for the walk so I just think there's a bug in the workout reminder feature. I hope they fix because I too sometimes forget to start a workout and this sounds like a great feature if it ever works.
