Bokeh Blur / Focus Effects?

It depends on the video, and exactly what you want to achieve, but you can add a blur effect with a mask, and keyframe the intensity - relatively easy, if the areas to mask are not too intricate.

That is the kind of thing that is much harder to do in post.

Even in AE, it seems to me that you are looking at a very tedious rotoscoping work.

I would trust him without hesitation. In fact, I have just downloaded the effects you linked to above, and installed them. They appear to work (even though they are now somewhat old) fine in 10.4.3, in Mojave.
