I wanted to turn two-factor authentication on since my Ipad suggested it but in the country code theres no Israeli code

You should be able to set it up, Israel is listed as supported country : Availability of two-factor authentication for Apple ID - Apple Support

If it's not showing : http://www.apple.com/support/itunes/ww
