How do I keep an app on top in iOS?
What is that new feature in iOS that keeps an app at the top? I saw a tip for it on my iPhone but now I can't find the setting for it to enable it.

I remember also that this feature is activated after it is turned on in Settings and the app to be set on top is tapped three time.
I'm guessing that if this was a tip you saw related to new features in iOS 12, it might have had something to do with Siri Shortcuts. Here's a bit more info about that, which might be a place to start looking.

Also, I'd add that if this new feature is related to suggested apps that appear on your lock screen, then the system might start presenting you with choices whether you actively go looking for them or not. Enjoy!
I didn't understand it completely when I saw a tip for it from the Tips app on my iPhone. It's a new feature of iOS 12. I think it means an app can be selected to stay at the top in iOS so that it still runs actively even though the lock screen is on. Just my guess as to what the tip meant.
