Is anyone else having this issue? My IPhone XS won't charge when I plug in the lightning USB charger into my computer. I changed the setting to allow access for USB accessories when phone is locked and I restored my phone to factory settings as well and still not charging. I also used multiple different lightning USB cords including the one that came in the box.

This is expected behavior and is enabled by default to enhance device security, as malicious chargers are how law enforcement and other actors have been able to gain access to iOS devices in the past:

In short, to make sure your device charges:
1) Wake your iPhone
2) Connect the charger cable and wait for the charging indication
3) Your device will now charge
If it has been longer than an hour since you woke your phone, or more than three days since you charged your phone via a Lightning cable, it will not charge when you connect the cable.
Note wireless chargers will always work.
You can disable this device lockout by turning on Settings -> FaceID & Passcode (or TouchID & Passcode, whichever is applicable) -> Allow Access When Locked: USB Accessories.

I have this same exact issue regardless of what lightning cable I use. have to use wireless charging. Check out the link for a test showing our issue to the T.
Does it charge properly when the same cable is plugged into a charger?
It's happening just when the iPhone is on sleep mode, with the screen off? If so, just try to turn off and turn on the "Raise to Wake" option. Worked for me. 😉
I think it's a software issue, my iphone x has the same problem after i updated to iOS 12.
I have the 256 xs max, doesn’t charge at all while sleeping, even if I wake it it doesn’t charge unless I unplug the cable and flip it and plug it back in.
I really hope this is a software issue.
Just try to turn off and turn on the "Raise to Wake" option. Worked for me. 😉
Update I took it to the apple store. Apparently it was a hardware issue with the phone so I got the phone replaced.
I also have this issue.
Contacted Apple and they are aware of the issue, they are investigating it.
