Mojave login screen problem

When trying to login to Mojave only one users is shown. The others are not accessable. When doing a user change after login all users are shown,

iMac (Retina 4K, 21.5-inch, 2017), macOS Mojave (10.14)

You have FileVault turned on and only one account is allowed to unlock your drive.

If you don’t need FileVault turn it off.
