I know the problem spoken of here, and the solution is most certainly not in the link u have provided. The problem here is that at some point during the iOS updating schedule, some older iPhones (such as mine, a 7+) seem to no longer let many apps populate the Camera or Photos lists in Settings. Whether attempted from the Privacy section of Settings, the Camera and Photos section of Settings, nor by scrolling further down to the specific app listed in Settings. I still have found no solution for this dilemma and it is quite maddening.

I have the same problem, selfie camera not working after most recent update to IOS12.1.1. My iPhone8 is only six months old! Have followed all trouble shooting documents, have tried completely wiping and restoring the phone. Going in to have it inspected is not possible anytime soon (the bookings in my area are for a week in advance, and it's silly season) - seriously annoying @Apple.
