Now when trying to change folders icons to custom images, they come out blurry, yet some come out correct?
FWIW, I don't think Apple ever intended to have custom icon customization. I think it was just happenstance.
I have discovered you can drag your photo onto the template in PS and size it and then flatten and do an add all/copy and paste THAT on the folder.
Thats because of their software department suck now.
seems like any size square will do and if you want a rectangle just add the "side wings" as stated above

This was the most helpful reply. Thank you very much. Square images are the key. The actual size of the square doesn't seem to matter at all. Now I'm off to fix all my blurry folder icons.

if you have a second osx partition you can boot to El Capitan and change the Mojave icons. Mine worked fine
Just updated to Mojave 10.14.4 and the problem is still there :((
